Gisselle Valera is a senior associate of the firm, specializing in government and institutional relations, economic regulation, international and local commercial transactions, and energy. She has participated in mergers and acquisitions, project finance and complex transactions involving the structuring of the largest energy projects in the Dominican Republic. Gisselle is one of the leaders of Jiménez Peña’s ProBono Department where she works on social impact initiatives for the Santo Domingo community. She has also worked with the National Congress of the Dominican Republic in the drafting and negotiation of bills to improve the local regulatory framework.

Gisselle is a graduate of the Universidad Iberoamericana de Santo Domingo (UNIBE) summa cum laude, with a Masters in Business Administration with a specialization in Finance (MBA) from the Universidad Iberoamericana de Santo Domingo and Florida International University, and a Masters in International Business and Economic Law (LLM) from Georgetown University. She received full scholarships for her MBA and LLB, and in 2005 was selected as a National Young Talent by the Institute of Technology of Santo Domingo (INTEC). In addition, she has completed multiple Diplomas in Energy Law Regulation.

Relevant Recent Experience

Structuring and legal assistance in all regulatory and financing aspects of the Dominicana Azul Project, the first solar renewable energy project with storage batteries in the Dominican Republic.

Structuring and legal assistance in the participation and subsequent award of 188MW to the foreign company Karpowership for the Karpowership Azua Project, consisting of two Fuel Oil powerships with the possibility of conversion to gas and combined cycle.Also, legal assistance in all matters related to the regulatory process for the development of the Project.

Participate in the legal assistance as energy experts in the financing of projects as advisors to the financial lenders in Blocks 1 and 2 of the Manzanillo Project, consisting of 800MW of natural gas, including the construction of the regasification terminal and natural gas import port.

Assistance in the potential acquisition of a substantial equity stake in the Dominican Republic’s renewable energy portfolio from one of the world’s leading developers
